White beluga whale apparently a Russian spy AND returns people's cell phones?

They think it's some sort of Russian program where they may be training whales. It was found near Norway I believe and they think it escape from a Russian location given the markings on the band/collar that is around it. I know many countries use dolphins, I didn't realize anyone used whales.
