Where to Obtain Replacement Sand Bags

I tossed out all of the utterly destroyed innards of my heavy bag some time ago and finally got around to cutting up a few hundred old shirts to restuff it. Unfortunately, I discovered that replacement sealed sand bags (for weight) are not really available anywhere.

Anyone have any ideas? obviously, "sand bags" are widely available, but I need them to be in sealed plastic such as those which originally came with the bag so that they don't leak.
 
Wrap them in duct tape? That's what I've done to keep the ones I use in duffel bag I use for lifting and they've been fine...
 
Or you can get a poster tube. Fill it with sand and tape it so there is no sand leaking out over time. That way, no hard spot.

You compact 6" of clothes at the bottom. Place the tube in middle of bag and compact remaining of clothes around it.
 
Duct tape might work. I wish I had salvaged the unbroken bags, but I foolishly assumed these things would be available through heavy bag distributors.
