In the end, I think effectiveness means a lot more than pure technique

But he is mainly winning just by pure physical strength. I dont know if i would call that "effective striking"

Costa got dropped by Romero and stunned by hall though.. And he's yet to face someone complicated on the feet.
Dom may have unfairly got the nod against volkan but he definitely should have vs Jones and thats a more significant striking accomplishment than almost everybody on your list

Jones is roidless and washed up at the moment

He almost lost to a one-legged Thiago Santos

And Costa lost his footing against Romero but wasn't rocked, watch the replay. Romero is also a better striker than any of Reyes opponents minus Jones.

Depends on how a rematch with Stipe goes. It was one-sided, even in the stand-up. Otherwise the results speak for themselves. Unmatched power, while his chin is up and he swings from the hip. Kinda like a MMA version of Wilder from current boxers.

This. He has terrible technique but there are very few good strikers at HW. That and mma gloves even the field in favour of explosive hitters with very hard hands like Ngannou. A fresh, charging Ngannou with MMA gloves is life-threatening for anyone on earth.
