For my money, that's still the most brutal head kick KO. This was a more or less "prime" Goodridge that had an iron chin. Coleman/Smith was UFC 14, not 13.
Actually, it had been prohibited in earlier events. Ken Shamrock was warned by BJM during his UFC 7 Superfight against Oleg Taktarov for kicking with shoes on.

Pretty sure they were and remained legal for a while after. At the very least, at UFC 18 while he was on his back Bas Rutten was kneeing Tsuyoshi Kohsaka to the head on the ground with no problems from BJM.
Well, he was notorious for gassing - it was really only the 2000 Pride GP where he trained his ass off that his conditioning was on point - but at the time of UFC 17 he was coming off of a long layoff during which time he had to bounce back from ACL surgery.
Limited to those two organizations, yes...
...including preceding Yvel/Goodridge by two years...
...but this is hopefully a joke. Interestingly enough, before Williams head kick KO'd Coleman, Maurice Smith head kick KO'd Conan Silveira in Extreme Fighting, but because Smith wasn't able to KO Coleman, he jokingly asked Williams in the cage after the Coleman fight to show him how to do that and Williams said he'd teach him sometime
