The HoF must be partially based on promotion/self-promotion. Hamed didn't have a HoF career. That seems pretty obvious.

It is the hall of FAME, not the hall of accomplishments.
edit: if you consider the monetary impact he had on the sport, the lower weights, the modern showman ship, he certainly had a HOF worthy career.
dude was 36-1, 31 knockouts, the lineal fw champ, one of the hardest punchers at his weight, and one of the biggest draws of the smaller guys.

It's the Hall of Fame though - not the Hall of Very Good. There should be a balance, but Gatti had a big impact in terms of being a consistently popular TV and live draw. In terms of the "fame" part, there's an argument for him.
The IBHOF induction ceremony/weekend is always held in the summertime.
He unified the belts and only lost to Barrera. Seems HoF material to me.
