whats going on with these lights here?

my friend just posted this video on FB and we are all trying to figure out whats going on here. i say its just the light reflecting off and through the rain thats making that effect. looks cool though.

Has to be some weird refraction with the rain. The end part is kind of cool, in that I've never seen lights and rain do that before.
