To be fair, he absolutely had gone downhill before losing to Werdum. He got into trouble a bunch of times and found a way to win - the Arlovski fight comes to mind.

It's not really his age but his physical decline and probably also getting lax in the gym and not staying in top shape like he used to. The Fedor that fought Big Nog or Cro Cop was not the same Fedor who lost to Hendo - but that was still a legit win for Hendo and the loss still counts for Fedor.

He was a multi combat sport practitioner with a long, long career. Not everyone ages the same.

Hendo is like Vitor, hard to pin down his prime, his win streaks get reset by big losses but he bounces back.
