I find it funny that people think because it was in Dublin or at a Bellator event that this incident won't have ramifications for the UFC. Dana drawing the hard line in the sand with Nelson over a fighter putting his hands on a ref doesn't give him a lot of wiggle room either. If the UFC doesn't take a stance against or condemn Conor's behaviour, the media and the individual state athletic commissions will take notice, and they can in fact, make things difficult for the UFC.
Why should an SAC sanction events when the organization itself doesn't ensure the safety of the appointed officials? No one will deny that Conor sells PPV's and tickets or that he makes money for x/y/z, that's not something that's in doubt or a point to debate. The issue at hand is whether or not some type of punishment is warranted. Conor is supposedly a mature adult and a "professional", and yes, he is absolutely responsible for his actions. Cocaine, alcohol, fame, stress, happiness... none of these are excuses nor do they justify his behaviour.
Jumping into the Bellator cage is one thing. Was he allowed to do it? Should he have done it? Was it funny or exciting? The reality is, it doesn't matter.
Marc Goddard had turned from Conor and was walking away and Conor ran him down and pushed him. That was not a "heat of the moment" reaction, or an accidental contact. After being ejected from the cage, Conor leapt to the top of the cage again and punched/slapped another Bellator official when they tried to get him down. That is two separate incidents and technically, can be considered two separate assaults. The other person actually getting physically hurt as a result isn't a mitigating factor.
Conor being banned from attending future Bellator events is pretty much a given, but additionally I don't think Conor gets away with just a fine in this case.
