My washer fluid freezes when temperature here hits sub-zero.

Would it trigger the warning light if frozen?

No but it can do several things like blow the motor in your pump and Brake the reservoir. Remember water expands when it freezes.

Another option is the nozzle has frozen. In newer cars it will indicate that with the light as well. Pour warm water to re engage
