What are the explanations for fluctuating T/E ratios in drug tests of top fighters?

Are the "non-users of testosterone" referred to in the pull quote at the top of your post professional athletes?
 
Unsure if professional, this study focused on Swedish athletes.

OK. I couldn't tell if that "reported" number was from the study itself, or a number that they had going into the study as a control.
 
intense training camps along with weight cutting will def lower your test levels

That depends. If you're a fan of the fighter in question, then it's either weight cutting/training or medical condition.

If you dislike the fighter in question, then obviously they're trying to mask some peds.

I think most experts are going to tell you that they fluctuate naturally for several reasons. That's why they have ways of testing for synthetic testosterone and masking agents.

No expert is going to say 'PEDs' unless there's a positive test to back it up.

I would agree, which is why I included the medical tidbit in the OP. These aren't small fluctuations.

But even large changes can be caused by these things.

What any legitimate expert would say is "These things can occur naturally, use a CIR test to be sure." If they pass the CIR the assumption is that they're natural fluctuations. Without a long history to compare it to, like over a period of several months throughout the year, fluctuations like that are not enough to indicate PED use.

Maybe try contacting someone from one of these drug testing orgs. There might be other testing available?

As a side note, urine tests are also weak in general. Whilst they can't indicate anything concrete, they can raise flags for concern or further testing such as those Carbon isotope tests you're referring to.
