Does this topic even exist outside the U.S.?

Is there anyone in Germany or Spain, Brazil, Portugal, India, Russia ETC that lived their entire life in that country, speak the native language and call themselves Swedish because they have a Swedish grandparent (and they've never been to Sweden and don't speak Swedish fluently)...?

Hard to not find it strange that someone lives their entire life in one country and claims to be Mexican/Irish/Martian/whatever without ever living there or spending significant time there

Good question. There's plenty of people who's grandparents were born in America that call themselves "Irish" or "Italian". At some point you gotta admit you've been naturalized.
