Doesn't matter, because Werdum wasn't the one handing them out. The reason the Werdum troll-face masks were banned was because he was the one distributing them, and they contained an advertisement on the headband. If someone wanted to bring their own troll-face mask, sans advertisement, I imagine that would be okay.
