BJJ guys and their fixation on belts. Who gives a shit. You have to be eventually promoted if you are seen dominating people of the same rank as you consistently and if you are not you probably don't deserve it anyway.
seriously why do you care? you wont be better or worse with the stripe or not. Its obvious he forgot and you should do the same. Some school dont even give stripes. If for some reason you do want that stripe just ask him if he forgot...
I understand the disappointment of not getting a stripe. But it is not a big deal in the grand scheme of things. Maybe he'll give it to you soon maybe he'll give it to you in 6 months, maybe in 6 months he'll give you 2 stripes. Don't sweat it.
If you can't handle not getting a stripe. I'm not sure you're going to be able to handle the immense pressure that comes with when wearing that stripe. All the newbies will want to take you out at all cost.
I spent 12 years as a green belt at Judo because I couldnt be arsed grading and quite liked entering international level competitions and giving national team members a shock.
I got a stripe for each 2.5 or so years of training and I consider myself a fast learner especially in the beginning. A few years ago when I realized how loose a correlation there can be between actual grappling ability and belt level I basically disregarded hoping to get promoted and would just rather be the most out of control white belt possible. Maybe at 8 years in il get a blue but honestly id just as soon be an out of control white. Enjoy your white belt while it lasts. No pressure and dont have to worry about playing bs politics.
