All countries can do this. Its a legal request. Its up to the country to decide if they want to comply or not and possibly risk diplomatic issues. This is how people get extradited to other countries for crimes committed there.

Issuing a warrant even when someone is out of counrty is in no way strange.
The person can ignore it and if the US asks the other country to enforce they usually have rules about the type of crime they would do that for. It is usually an agreed to threshold. Speeding tickets... Naw. Murder... yes usually. And lots of room in between.

What it means to the US however is that if he does not voluntarily submit they can grab him in any friendly country that allows that with an Interpol Warrant and ship him back.
