Pierre Trudeau was legit judo black belt back when he was prime minister of Canada (he trained at the Takahashi dojo ... Phil Takahashi got a bronze in the world championships). But I don't think he was at Putin's level. Teddy Roosevelt did judo and catch wrestling - even had a mat area put into the White House.
