Vince Li, a mentally disturbed man who was deemed mentally not responsible for the murder of then 22 year old carnival worker Tim Mclean who had fallen asleep on a Greyhound bus in 2008, has been awarded unsupervised visits into cities Winnipeg and Selkirk less than 6 years after the incident. Li has previously been awarded supervised visits into these cities in 2012 and his doctors have said that he has been responding well to treatment. Li stabbed the sleeping Mclean in the neck and chest, eventually decapitating Mclean and displaying the severed head to the other passengers and placing parts of the victim's body in plastic bags, the ear, nose and tongue were found in Li's pockets. The victim's eyes and a part of his heart were never recovered and are presumed to have been eaten by Li.
