I think it happens so rarely that forgetting that
one knee down is illegal is kinda understandable. Usually the focus is on the hands or mostly one hand.

Oliveira only realized it was illegal after Dan called a time out.and then he proceeded to act it up like a soccer player

Yeah, it was pretty bad. It shows how unorganized and questionable the rules are for mma even in the biggest organization. It's funny how even the specialist was completely wrong about a basic rule. The specialist and Rogan being baffled by a basic rule had me second guessing what the rule was also. Then out of confusion they make the fight a no contest because of "accidental knees" which clearly were not. I don't know how these professionals who's job is to know these things by heart could make mistakes like this. With incidents like these and the random unstandardized referee point deductions/warnings (how many eye pokes, low blows, cage grabs warrant for a point deduction) shows how even the big leagues in mma are still unprofessional.

You are right but I believe the confusion is due to the 3 points of contact. If a fighter is on his feet but puts a hand down he used to be considered a downed opponent but that was changed so that you cant just lift your hand and then put if back to "Play The Game". I believe being on only one knee over rules being a downed opponent. Definitely confusion somewhere? I didn't hear the pbp since i was there live.
