Bader was a solid, but definite mid-level guy.
Mamed Khalidov made it clear years ago that he isn't fighting in the UFC, especially now that he is not at the top of his game.
Your list has some good fighters, but outside of Lima and Mighty Mouse, I'm afraid that they're mainly benefiting from small ponds or drug testing.

Straus is shot, unfortunate because it is due to a car crash but he got easily beaten by Derek Campos and the current version of him would lose to any FW on the UFC roster. Prime Straus would have been interesting for sure.

De Fries went 2-3 in UFC. KO/TKO losses to Mitrione, Duffee, and Miocic in 0:19, 2:04, and 0:43 respectively. So, probably a no on at least that one.

Not sure why Mighty Mouse is on your list. Him and Alvarez were both given away in exchange for Askren. He is 30-3-1, was the first ever UFC flyweight champ, holds the record for most consecutive title defenses, and was basically told to fuck off. Stealing him isn't a thing.
