How can it be? You got a State that accepted the new rules, then UFC sabotages everything and uses the old rules confusing everybody. That's essentially what happened here.

You can never knee a fighter in the head when his hands are down.

Actually, under the new rules... the hands have to be "weight bearing." So if they're just touching, but the fighter isn't supporting his weight on them... then it's perfectly legal to knee them in the head.
