Alternating 4 days and 3 days per week (which corresponds to everey other day) equals 3.5 days per week on average, or 7 times per 2 weeks.
 
No you don't workout 4 times a week.
If you start monday and train every other day then you will be unable to train the next monday. It will create 2 weeks one in which you train3 times and one in which you train 4 times you yes you can effectively only train 3.5 times a week. In reality you can't train .5 times so every other week you will only train 3 times

These are workout weeks not really weeks as in day x until day x until day x if you start a new "week" everytime you complete 4 workouts then yes but by starting new weeks you are only cheating the numbers not reality because in reality you will have completed 14 workouts after one month not 16 and if you started your own calender with that system of "weeks" then you'd be a few months in the "past" compared to all the people around you it's only a trick for the numbers but not a trick to alter the real time.
if you do it until the end of your life then you will only have gotten 7 workouts every 2 weeks if you write down every workout you did you won't have managed to trick space-time and will lack a few months or years behind everyone else in your own time system.

It is basically a trick 10 year old schoolkids come up with until an adult tells them that it's only a numbers trick and that they haven't really found a way to alter time
 
There are clearly deep mathematical problems associated with training every other day. The recommendation must therefore be modified to training either everyday or not at all, everything else is downright paradoxical.

Every other day for 1 week is either 3 or 4 days, depending on the first training day of the week, which is either Sunday or Monday.

Week 1: Sunday, Tuesday, Thursday, Saturday (4 days)
Week 2: Monday, Wednesday, Friday (3 days)
Week 3: Same as Week 1 (4 days)
Week 4: Same as Week 2 (3 days)

So basically, the number of training days alternate between 3 and 4. You can't have 4 training days every week. It's impossible.

You get a grand total of 7 days of training in 2 weeks. 7 / 2 = 3.5 That's where the 3.5 comes from. It's just an average; you can't work out 3 and a half days a week.

I can see his thought process. If we look at weeks in isolation, you can train "every other day" like this, 4 times a week:

Mon - Wed - Fri - Sun (End cycle)
Mon - Wed - Fri - Sun (End cycle)
Mon - Wed - Fri - Sun (End cycle etc)

But obviously days run onto each other, & with the above you're no longer working out every other day but stringing Sun/Mon together.
