What allowed NK to get nukes was the fact they share a border with South Korea and always had the ability to destroy Seoul and kill potentially millions in mere hours, including (tens of) thousands of US military and their families stationed on the KP with conventional weapons.

He's got nukes, they've won. KJU starves and killed his own people - no sanctions worked. Military strike was never an option.
