Yeah administrations usually do.
Recently Bush introduced tax cuts to the rich. Obama continued them and let it expire in 2013
Obama then raised tax on the rich to partially pay for ACA and higher taxes on wealthy investments.
Trump has twice introduced tax cuts to elites, I think that was part of his political platform.
Someone can correct me if Im wrong, at least since the 80s a large conservative political platform is reduce taxes for the wealthy. "trickle down economics"
Ive read that this bill is one of the biggest transfers of wealth ever from tax cuts, but Im not expert enough to co-sign/confirm, but honestly makes sense.
