1. Fumble-fuck around and take about 5 days to respond
2. Set up response camps and give away bottled water
3. Restrict access to badly effected areas to MegaCorp. mitigation outfits, primarily Serv-pro. Property owners or their preferred contractors aren't allowed in.
4. Have townhall style meetings, urging folks to allow their mitigation teams to go ahead and mitigate everything because of "potential" exposure to class 3 water. (presence of ecoli bacteria)
5. Folks that don't participate have to wait until the area is opened by FEMA.
6. Preferred contractor brings in legions of rent-a-drunk labor ($75.00 per hr, per drunk), shipping containers full of safety equipment ($45.00 per neon vest, $2.00 per particle mask), fans ($75.00 per day, ea), air dryers ($250.00 per day), and fancy. aquamarine duct tape ($30.00 per roll).
7. Mitigation bill is generally 45% or more of total insurance policy limits, leaving the policy holder woefully short of rebuild costs.
8. Once the preferred contractor is firmly established and most residents have shown up to a meeting, the area is re-opened.
Insurance Company ties to mega-mitigators are extremely well cloaked through shell corporations.. Political donations, as best they can.
