Treadmill with a weird cord and belt

My gym got a fancy new treadmill with a cord and a belt that I believe hooks onto the athlete. This is maybe for sprinting? Does anyone know what this is called and the workout value of it?

I cannot find anything online. Thanks

Its a safety key thats meant to stop kids and pets from unsupervised operation of the treadmill. Also to stop the mill if you get 'ran off'.

I’ve seen that before..and you clip it to your shirt. However this one is three inches thick and goes all the way along your hips. The attachment looks more like a bungee cord as well

OK, former sprinter here. It might be a Woodway treadmill; the belt is for resisted sprints, similar to a parachute you'd use outside.
