So from what I've seen its very rare for a fight to end via tko low kicks at the highest levels of Muay Thai.

Nevertheless I've heard that is does sometimes happen.

What is the highest level bout where you have seen this happen? Ideally one that's on video.

This question got me thinking of this bout;

I counted Anuwat landing 24 low kicks in 2 and a half rounds, he threw about 8 more that were checked (didn't count those). It's interesting to see the number that are landed before a tko. From what I remember Shogun landed about 30 without one being checked against Machida. Also I from what I've seen Liam Harrison seems to be some kind of joke on this section of the forum? I don't get it, he's a great fighter.

There was a belator fight than ended via low kicks, but in the higher levels in muay thai it doesn't happen that much since their legs are basically made out of stone and they get kicked all the time.
There was a fight "boxer vs muay thai fighter", and it was quite interesting seeing how devastating low kicks can be on someone that's not used to getting kicked.
Video here:

There has been a few of them in the last months

Chamuaktong vs Rafi

Rungkit vs Phet u thong

Rdotang scored one on ONE Championship too but his opponent wasn't elite

Sam-A had a really good one towards the end of his stadium career. I think it happens more often then people think or see.

Prime Liam Harrison would smoke both those guys.
Given that he pretty much lost to all top thais he fought (except Anuwat), i'd probably not bet on Liam to beat either of these guys if they fought at an even weight.

Rob Kaman vs Lavelle Robinson, i have seen that live 25 years ago and fell in love with low kicks...

I don't know why I didn't mentionned him immediately but Pornsanae was very famous for his low kicks

With how often they fight at the highest level and the damage you could possibly take from being checked even if you successfully tko your opponent via low kicks it’s probably not worth it most of the time.

This. The low kick is a lethal weapon but not against people trained in checking them on an equal basis, because the risk of injury is high.

Are you talking about the injury Anderson Silva sustained against Weidman?

I've only ever seen that happen once in Thailand.

Silva was also taking Boldenone at the time which is a steroid which has been shown to weaken bones.

This is true, but since Thais are good checking, some Thais are good at kicking guys that are good at checking, moreso than what you see in MMA/Kickboxing. Just adds a deeper element to the game.

Another one from today. This is more prevalent than what people assume:

If you look at top fighters they usually don't lose by KO/TKO and even less so by low kicks so it will be quite rare. At a tier below i think it's quite prevalent.

For the most part yes with the leg kicks. That's a very small percentage of the sport overall though. Even when not causing a KO they are certainly an important aspect of the game and can lead to a KO with other weapons.
