Lest just start this off by saying the guy can and has made Featherweight.
IMO he probably would have tried his hand at FW in his prime (instead of on his decline) had the division been in the UFC at that time.
Won and defended the UFC Lightweight belt.
Won the UFC Welter weight championship finishing the at the time WW Goat Hughes who was on 12 straight wins and was attempting to get his 6th straight WW title defence. Penn later KOed him as well. Also fought the concensus WW Goat to a split decision loss.
Won at Middleweight and on his debut finished the undefeated Rodrigo Gracie..
Fought Machida at HW/Open weight (Machida weighed in at 225 (Penn 191) Of course lyoto later went on to win the UFC LHW belt). Penn took him to a decision in a surprsingly competive bout.
In short he has fought guys who weighed in at anything between 145 and 225 which is an 80 pound spread.
If anyone wants to talk about Balls for stepping up in weight, You need to know and praise the man that is BJ Penn.
