Tiki Ghosn is 0-4 in the octagon so he's probably up there.
 
Jorge Santiago is pretty bad too.

1-4 w/ 3 KO losses and his only win was against Justin Levens.

Sad part is he's actually a good fighter, just DAT chin.

He did have a tough run though Ortiz, Tanner, Babalu, Forrest, Sakara, Bisping

For the life of me I cannot understand why Rampage, Tito, and Bisping have him around? I know some people are better coaches than fighters/athletes but I still don't get it.

That's not bad, though. We've got guys with double the amount of losses on the list, and he's undefeated outside the UFC, and has never gone the distance (though, none of the guys he's beat warrant a Wiki page).
