I am under the impression they can, yes. At the end of the day, the UFC is a promoter, not a baby sitter. If they want to ride a bike when they're not scheduled to fight, I can't see how the UFC can stop it.

However they could seek legal action if an accident occurs, once they are booked, which results in a fight being cancelled or postponed - I think that's the idea behind the contractual agreement.

Plus this post is meaningless, H.D are a huge sponsor for the UFC, that's the top and bottom of it.
