Our diminishing middle class likely has a lot to do with this. Even for the educated people amassing savings and security is becoming increasingly difficult so adding kids to the mix makes the situation worse. Actually it is quite close, you are focusing on sulphur, which for the most part only becomes a problem when concentrated in populated areas, sulphur of cargo ships is meaningless.
