why are they not prosecuted, I understand there is a limit for petty theft in the US, but clearly they are not stealing food or low-value items.

Some actual data about shoplifting;

First, there isn't good data on this because a lot of shoplifters just get away with it and it's not tracked as well as other crimes in general.

What can be said is that it's one of the few crimes that is committed as much or possibly even more by women than by men. Every racial demographics seem to participate in shoplifting as much as others, with a bit of a nod to Latinas.

It's also a crime that is carried out in large part by minors(roughly 25% that are caught), and most of those minors continue to be shoplifters as adults.

I actually heard someone use the they have insurance line on regards to the KR case.
