To me this suggests that its ok to
go partial retard. What percentage do you think is acceptable before the line is crossed? Im thinking past a certain point, maybe 85-90% there isnt much of a noticable difference from having maxed out the meter.

How often do you think people only go partial retard but its percieved as full? Any examples? Finally what are your favourite examples of the sayings requirement?

Just as an aside Cruise was fantastic in that movie.
