Lol why would anyone just "Cancel" debt. It doesn't work that way. If anything the Island's finances should be put under the care of an independent auditor and taken out of the hands of it's government the same way Detroit was and for the same reasons.

Yes. Under U.S. law, states and territories like Puerto Rico cannot declare bankruptcy (cities can, however). What she's really saying is that she wants the federal government to assume PR's debt and bail it out.
