I'm missing prime, Maia, Mir, Nog, Werdum, Aoki (not ufc obviously)....

Pettis has some slick submissions (not really a contender at the point_

Any sub artists who could win the title?

Frank Mir and Shinya Aoki have won via the most different kinds of submissions... By a lot.
So they win this game.

In terms of overall grappling ability I wouldn't put either of those guys particularly high though.
 
There's definitely not nearly as many submission specialist contenders as there used to be. Apart from Ortega, Renato Moicano and Antonio Carlos Junior are the probably the closest we've got right now in terms of up and coming title contenders with that elite BJJ submission game.

And of course I'd still throw Tony Ferg in that category as well.

Ortega is definitely the obvious one. Neiman Gracie is in the Bellator WW tournament, I think he'll have a tough time though.

Over in the WMMA world Tatiana Suarez is 6-0 and fighting Esparza in a few weeks. She won the white belt worlds in 2013 and the blue belt worlds in 2015. She also medaled in freestyle at the world championships a couple of times. She's not quite a contender yet but she could be there soon.
 
Leonardo Santos if they ever give him another fight.
 
Ryan Hall.....please accept a UFC fight in the near future.
Heard he's fighting BJ Penn next.. but that could be just rumor in the gym.

Would love to see him vs Ferguson, Ortega or Yahya. But would be happy if he just came back to mma.
