I think a key thing to do is add weight classes. This way you won't have contenders killed off and stay in obscurity, you can easily shift fighters from weightclass to weightclass.

add 165, change 170 to 175, add 195. Problems solved.

How about they match people up at a reasonable rate and make a clear path to the title. Fighters are afraid of taking dangerous fights and stepping back because they don't know if the risk will give them a title shot.
 
So, your solution to the problem that the UFC put all its eggs into just a couple baskets, is to put more eggs into a few new baskets.

Sounds like it will accomplish nothing but setting up the same problem over again.

The real answer is simple. Promote the entire roster. Stack PPV cards with top names and contenders. Find a smaller, male focused network, and strike a tv deal for a show that promotes contenders. Build names and fans between stacked main cards.

PPV every 3 months ( 4 a year ) and network tv is not for fight nights, but tournaments and exhibitions for building popularity.
 
WMMA is legit, I enjoy the top-level performers, but to further degrade an already thin product in its infancy by catering to the absolute bottom-barrel MMA fans by focusing on sex appeal rather than skill is NOT going to help the sport in any way.

The actual solution to the UFC's "problems" is one that is highly unlikely to be implemented - the focus needs to shift back to athletic legitimacy and away from short-term cash-grab shit ala WWE and that kind of crap. The long term sustainability of MMA as a legit professional sport hinges on the perception of the product as a professional sport rather than an entertainment spectacle like WWE or your local toughman shows.
