The average break between rounds for that event excluding the 87 second break for Romero was approximately 70 seconds. Next, we take 70 away from 87 and instead of getting 30, we get 17.
Now, looking at why he got his extra time, it was down to he neutral, UFC-appointed cutman putting too much vaseline on and having to be called back into the cage. When Romero's corner was dragging their feet and forgetting the stool (whether on purpose or not), there was still plenty of time for McCarthy to restart the fight within the average 70 second threshold. Had McCarthy tried to restart the fight and Romero was unwilling, then there would be grounds for the uproar (and people claiming DQs or TKO wins for Kennedy). That never happened. When McCarthy was ready to restart the round after he had gotten the excess vaseline removed (again, this had nothing to do with Romero or his team), Romero was ready to fight. So, basically, Romero's corner were dragging their feet, but Romero got his 17 extra seconds exclusively because of what a neutral UFC-appointed cutman did.
