No the UFC is not against Dagestanni's.
Fighters that are higher ranked are not willing to fight Makhachev for their contract price. The UFC isn't promoting Makhachev to put extra bucks for his opponent. 99,99% of the fighters are not promoted. There is no need for special treatment for Makhachev.
He is stuck because of the UFC model of arranging fights. It's based on politics.
Fighters are not even willing to fight Makhachev when Khabib gives them an assurance that they can fight for the title if they win (this is also not the right way amd goes against competition). But just to show how scared Chandler was.
I don't think it's fair to blame him that he hasn't fought a high ranked fighter while the UFC never offered him a high ranked fighter.
