Simple question who is the best fighter not in the UFC

There is only one guy out there who could beat anyone on the UFC roster in any given fight: Melvin Manhoef.

But he's not a great all-around fighter. I think Fedor, Palhares, Funky, and Elvis Mutapcic are all UFC-level guys.

And if you don't know who Mutapcic is, he's 7-1 in his last 8 fights and has wins over UFC fighters Sam Alvey, Zac Cummings, and Cezar Mutante. No idea why he's not in the UFC.

Stephan Puetz is by far the best fighter in the world not in the UFC right now. The beast is 6'6 LHW Champ for M-1 just beat the Undefeated HW Champ from M-1 in a super fight. This guy is the real deal. Who is the best fighter not in the UFC today?

Phil Davis or maybe Palhares. We know how good Davis is as he recently fought against elite competition in the UFC. Palhares has been fighting great fighters but that don't necessarily pose a threat to him. Askren is good but I think both Davis and Palhares should be ranked ahead of him in their respective division.
