Should a white belt or blue belt in Jiu Jitsu be able to beat

Should a white belt or blue belt in Jiu Jitsu be able to beat a regular guy at a street fight? Or at what belt should you be able to beat regular guys if something goes down???

In my opinion a new blue belt or white belt who learns sport Jiu Jitsu doesn't have the knowledge or ability to win a fight against an actual opponent who can slam, eye gouge etc. A white belt who is taught what does and doesn't work in a fight should be able to take some one down and finish the fight. Just my opinion though
