It has to be a strategy at this point. It's done too repetitively and now, too openly. Not just lying openly, but promoting the act of lying openly by creating a debate about it. It's very much like when preachers (including Buddhists- see the koan) tell lies or contradictions to their flocks to create uncertainty, and then substitute their own reality. It's just really disappointing that it's working as well as it is. Something to watch out for is the further attack on the free press, establishment of state media, and then attacks on public intellectuals. It will be easy to track it as it progresses. I'm interested to see just how far down the line of shutting down a free society they can get. America is highly resilient, but it's not a test we should be running.

Not to say it never has or will happen in isolated cases, but 3mil+? Without evidence?
