As of yesterday Chael hadnt had his results back (confirmed by Helwani)
 
They didn't need his b sample so it was disposed of into the Olympic diving pool

this is likely based on teh stupid story last week that decided from chaels "i get my results on thursday" and then his "basically clean" tweet that he had his results back

Maybe it was never his intention to pass

And he was huge as fuck. Maybe he used so much that he couldn't be USADA clean, who knows. But you can definitely bypass USADA
