Rumble is to small for LHW

What in the hell, they touched foreheads in the face off?!?! Why didn't Rumble grab his throat and push him???

I know and according to the Jones hater handbook Rumble would have every right to grab Hardys throat,push him and then later throw a shoe at Hardy.
