They aren't failing, they are just stopping production of cars which aren't selling (5 plants and associated management). The 14,000 workers are being laid off across North America this year (8 percent of their global workforce), but will be partly offset by new hires, including their increased focus on R&D (although that's mainly in the form of external startups they are funding with venture capital).
They've already sold 190,000 of the 200,000 vehicles eligible for the tax break, after which it halves for 6 months, halves again for 3 months, then disappears.
