Why? He's fighting Donald because he's a bigger name plain and simple. Donald is a very well known fighter and holds the name to do a main event with Conor. Gaethje at this point does not. You're going on about this guy being ranked ahead and Donald getting stopped and that's what it will take to get a title shot. When you're in Conor's position and have his name, beating the higher ranked guy or the one on the winning streak doesn't matter as much.

It will sell more and there is nothing more to it. That is why he's fighting Donald. It's the more promotable fight at this point. Conor even said he may do a quick turn around and fight Gaethje in April.
