Conor is a much bigger star now than he was at 189 and 205 was a special occasion being the first show at MSG. Look at a card similar to 202 for what will land here.

Maybe not even 202. I'm thinking 196 level, maybe weaker, as Conor's stock is peaked and people are itching for his return. They do not need to pad the card to get any more PPV, and will likely spread talent and drawing power to cards that need it. WME are skippers unlike the Fertittas.
Conor/Khabib does amazing without anything else added. They will save titles and big fights to other cards.
Tuivasa will be headlining Adelaide and Cruz wont fight till December

Exactly. That is why UFC won't put Nate Poirier in the same card. Nate is the second biggest star scheduled at the moment, and any Nate fan is buying the Conor fight anyways, so he would not add any PPV's. It'd be like throwing away 3-500,000 PPV's.

Lol at Nate Diaz drawing 500,000 ppv buys. He is not that kind of star.
They've never needed to stack Conor shows hes been a huge star for a long time.
There really isn't a title fight that makes sense for 229 anyways. Also you can stack a card without title fights. Put a bunch of rising stars on it to get eyes on them.
