Question About Weight Cutting When UFC Is Abroad

I'm not too knowledgeable when it comes to this, so please correct me where I'm wrong. But from what I know, when in the UK and other countries, the UFC acts as a commission. If that's the case, could they implement the new weight cutting rules that California did?

It seems like most fighters prefer it, so I'd be an advocate for it.

I think outside of the USA and (maybe?) Brazil, the athletic commissions in other countries just hand it over to the UFC
