I also asked an IJF-ranked referee about this some time ago and he said it's fully legal. Tori would have to crush uke's windpipe pretty much completely before the pull could be considered a neck crank since tori's legs and hips are so much in the way of one. The leverage just isn't there when you have a triangle even semi-locked.
Americana/keylock/kimura/omoplata are all legal in judo. They're just variations of udegarami.
