I understand Birmingham don't have VAR set up, but I don't see why they couldn't have the chip and wriststrap. Maybe you need an FA license of some kind for that.

Looking into it it's more elaborate than I thought. I thought there would just be a chip in the ball, the ref's wriststrap and some kind of simple detector, < £1000, but it's actually like this:
