Pop quiz: could a plane on a giant treadmill take off?

You didn't understand the question, dummy.

If the plane is using it's engines to reach liftoff speed along this treadmill, then of course it will fly. If it's just spinning it's wheels and remaining stationary, then of course it will not. I don't understand what the point is. What does the treadmill have to do with anything, it only makes the wheels spin, it doesn't make the plane move forward. If the plane aint moving forward at liftoff speed then it aint flying, period.

The question, as it was posed in the OP, is really dumb. If other factors or conditions are introduced later, then I'd modify my answer accordingly.
