IMO The Silence of the Lambs and Se7en are the a-pex 'tracking serial killer' movies.

True Detective. It's a series but still amazing.

As an added bonus you get Daddario's scene...
 
Trying to think of a few that are off the beaten path or not mentioned yet...

Cruising (Al Pacino)
Cobra (Stallone)
Serpico (Pacino, not serial killers, but still should be watched)
Red Dragon is a better version of Manhunter
Dirty Harry (first one especially, but there were four watchable sequels)
Heat
Citizen X (Stephen Rea)
The Deliberate Stranger (Mark Harmon)
Zodiac
 
"end of watch" had really decent procedural processes.

I found that whole cop-as-filmmaker gimmick really weird and something that didn't pay off in the story at all, though. I don't know why it was there.
