Well I don't know the scientific details.

But diuretics are the same way. They are also a masking agent, and also will cause you to fail a test. They are banned both because of weight cutting advantages/dangers, as well as their use as a masking agent.

Maybe the masking agents are harder to detect than the steroids? I don't know the science.
